Design Codes
In September 2024 AECOM were commissioned to create a Design Guidance and Codes report for the Village. The document was delivered in March 2025.

Public Rights of Way
Between May and July 2024 a survey of Public Rights of Way (PROWs) was undertaken.
The survey covered PROWs that are footpaths, bridleways or byways; roads are not
covered, and, except for National Trust land, there ere no permissive ways in the parish at the time of the survey.
Community Survey
In the spring of 2024, the Neighbourhood Plan Steering Committee produced a questionnaire for residents of the parish. The aim of the questionnaire was to identify priorities and resident’s issues in relation to such topics as future development, transport, infrastructure, business, services, environment, community and communication.
The survey was delivered to every household, and the response rate was 39%.
In regard to future development, the priority for residents was protecting the landscape surrounding the parish and preserving the historic nature of the village.

Housing Needs Survey
In March 2022 the Rural Council Community for Essex (RCCE) undertook a Housing Needs Survey in the Village. Their report was published in August 2022.

The Decision
On 22nd April 2022 Uttlesford District Council issued an Executive Decision approving Hatfield Broad Oak Parish Council’s request to create a Neighbourhood Plan. This may be read by clicking on the button below.
